I think perhaps I should amend what I said in my initial point because one of the commenters suggested an idea and I think it would work better as an example of what I meant in RS Gold my initial point.

I think that a guild should try to maximize the utilization of a specific skill. Whether that is by encouraging training at the guild or by entice players by offering unique content or perks, I do not have a preference. My initial point is simply them wanting you to stay longer at the Guild and to use the facilities. Although I believe that skill should be the primary focus I'm not against secondary motives for joining the guilds offered also.

My third idea is to turn Guilds into a sort of place for Skillers to gather, which I understand can be a bit of a niche for a majority of the players, however I feel like it would just make sense for this Guilds to also function as Social Hubs even for players that just want to make an instant 99. I could imagine something like a Clan being designed around Guilds or a note board where you could complete the tasks of other members.

Regarding an alternative method that also semi balances out powerful buffs There could be the list of things that you'd need to complete to earn fame within the Guild which allows you to join the guild the more renown you gain. It could also be tied in a similar way to Achievement Diaries with various tasks you'll have to complete for access to various buffs or areas within the Guild. I think this is an excellent idea and one that I would gladly see implemented into Guilds as well as their redesign.

I also want to say that I do not want Guilds to make unjustifiably any other content obsolete. I think that Tiering the content would be an ideal method to ensure that this happens in a reasonable manner. I do think it would be wonderful to have a real Fish as a Fishing Boss though and also have it involve actual fights or danger in addition, which is the reason I'm happy that Tempeross will not be part of cheap runescape gold osrunescape the Fishing Guild but disappointed that I might not see an actual fight against an enormous ass fish.
