Burial Armor is the oldest dwarf armor which is manufactured at RuneScape gold the Artisans' Workshop in the southeast part of Falador. On the eastern side of the workshop there's a dwarf Suak will be on the stage next to the anvils. Inquire him to show you how to make it.
