Game Director Joe Shely explains during a recent roundtable that reimagining sets in a manner that works with Diablo 4 properly wouldn't be likely to be available for launch until next year, although they are considering making them part of Live service.
"As we've been developing the game, we realized that we could create sets in a different manner that is different from what we've experienced from Diablo 3. We're attempting to design this game now to be more constrained to avoid getting ourselves into that escalating performance curve."
